The service - AIA auditing
Lloyd's Register EMEA supports its client, Agip KCO, in the
execution of its corporate AIA programme. The AIA process is
comprised of an ongoing series of technical reviews and audits at
design houses and fabrication, development, and exploration sites.
The objective of the programme is to assess the state of compliance
with accepted industry standards, contractual documents and
Kazakhstan regulations.
The main project office is currently located in Brentford, to
the west of London with other offices in Milan, The Hague and in
Atyrau, Kazakhstan. Design and equipment/module fabrication has
been undertaken by execution contractors in many countries which to
date have included Italy, Norway, Malta, Dubai, UK, Poland,
Romania, UAE, USA and Russia. Construction and installation is
underway at onshore and offshore sites in Kazakhstan (RoK) and the
Caspian.
The audits operate approximately on a six week cycle - with
three to four weeks spent preparing for an audit, a week to ten
days conducting the audit, and a week or two in report writing.
Purpose of the role
• To check and assure compliance of AKCO assets on the various
asset life cycle phases against the applicable requirements of
integrity related RoK technical legislation, regulations and
standards.
• To support AIA team in conducting AIA audits addressing RoK
technical law compliance issues.
• To evaluate impact of the rapidly evolving RoK legal framework,
with the emphasis on the changes due to the reform of technical
regulation and HSE requirements on the asset integrity assurance
strategy.
Accountabilities and responsibilities
• Identification and analysis of the RoK integrity related
legislation, regulations and standards.
• Ongoing monitoring of the rapidly evolving RoK technical law and
regulations.
• Ongoing review of the RoK integrity related draft legislation for
advance identification of potential AKCO obligations and
non-compliance risks.
• Identification and monitoring of conditions stipulated in AKCO
permits, contents, approval.
• Monitor the process of approval of deviations from the
requirements stipulated in the integrity related RoK
regulations.
Our requirements
The job holder must be a widely experienced oil and gas industry
engineer with legal interest, or lawyer with thorough understanding
of technical grounding, and have:
• a sound degree in law and/or engineering discipline
• at least three years experience
• experience of work on at least two different oil and gas assets,
both in operations and project phases of the asset life cycle,
especially in the field of statutory requirements, permits and
consents, legal compliance and technical standards
• a demonstrable track record in handling legal aspects of either
engineering or operations (preferably both) phases of the
project
• a sound understanding of onshore and offshore operations,
drilling, well workover, and subsurface aspects
• extensive experience in operating in cross-cultural
environments.

• statutory RoK design requirements
• statutory RoK permitting and approval requirements
• statutory RoK integrity assurance requirements
• statutory RoK inspection requirements
• statutory RoK requirements for compliance of documentation
• statutory RoK reporting requirements (e.g. compliance reporting,
documentation which must be kept by the company)
• statutory certification- and testing requirements (e.g. PSV
testing and re-certification)
• statutory safety systems requirements
• statutory environmental protection requirements
• discipline specific statutory requirements (e.g. instrumentation,
civil structures, electrical equipment).
The job holder must have an awareness in the following technical
areas:
• on and offshore operations
• drilling and well intervention/maintenance
• subsurface
• risk and safety engineering.
