The GOST Certification for Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia has been replaced by the EAC Certification (Eurasian Conformity), and Lloyd's Register is now simplifying the process that manufacturers need to comply with this regulation.
The EAC mark indicates that a product complies with all technical guidelines of the Eurasian Customs Unit. These guidelines are identified by the abbreviation "CU TR" which stands for "Customs Union Technical Regulation" followed by a number, for example 032 for pressure equipment.
The certification process has become more transparent with the advent of EAC certification than before, partly because the process is consistent with the procedures in the European Union for CE marking. However, there are still many ambiguities in which exporting manufacturers are opposed. A common question is whether pressure equipment manufactured according to an internationally accepted code, such as ASME, is accepted? What documents must be included in the technical passport that has to be sent with the product? Who can put those documents in Russian?
What does the CU TR system look like?
There are now 2 types of documents:
1. A CU TR DoC (Declaration of Conformity) or
2. A CU TR CoC (Certificate of Conformity)
In general, the CoC procedure is more comprehensive, as it applies to products that involve a greater risk.
In addition to a one-time certificate for a specific product, it is also possible to take a "certificate type." For example, if you manufacture and export a product in series, a certificate with a validity of five years may be issued. After obtaining the certificate, you can mark your product with an EAC (Eurasian Conformity) logo.
In general, for manufacturers exporting to the Eurasian Customs Unit it is important to:
- Know which guidelines apply. Multiple guidelines may apply to a single product (such as pressure equipment and low voltage)
- Determine which documentation the regulations and the buyer require.
- Know what certification requirements are, is it a CoC or a DoC? This has repercussions on the procedure to be followed and the required documents.
- Determine if testing is needed. Before applying for a certificate, some products must be tested by a Russian laboratory.
- Ensure all documents and certificates are in order. If not, customs problems could come up while importing.
To help clients with this process, Lloyd's Register has entered into a partnership with a Russia-based certification body. In many cases, certificates and test reports issued abroad are accepted and form the basis for EAC certification.
In practice, this means that you can follow the normal technical approval route for pressure equipment with LR as a customer. The Russian certifier will generally not do further technical assessment, but focus more on the formal part of the certification process.
With the increasing globalization it becomes increasingly important that manufacturers have optimized their business and logistics processes and protect investments in order to maintain competitiveness. Unfortunately, there are examples of malicious Russian certification institutions, which prove that certificates issued are not valid after a costly process. That's why it's very important to make sure you get into a reliable third-party.
