Regional development possible and a ‘way forward’ for CBDR?

The 17th Conference of Parties to the United Nations Framework Convention on Climate Change (UNFCCC) took place in Durban, South Africa, this month. It followed COP 16 held in Cancun and COP 15 held two years ago in Copenhagen.

Many challenges remain from the UNFCCC negotiations. Not least of these is the need to balance the various parts of any legal agreement into a harmonious whole. Shipping remains a small part of the overall negotiations. The Durban meeting was expected to agree a second Kyoto Protocol commitment period as well as operationalise matters agreed in the Cancun Agreement, with specific focus on the Green Climate Fund (which is to be funded by the US$ 100 billion per annum pledged in the ‘Copenhagen Accord’).
