New requirements for operators of drilling rigs on the Outer Continental Shelf

On 8 June 2010, the US Department of Interior issued a Notice to Lessees (NTL-2010-05) stipulating certification requirements for operators of drilling rigs on the Outer Continental Shelf (OCS).

On 8 June 2010, the US Department of Interior issued a Notice to Lessees (NTL-2010-05) stipulating certification requirements for operators of both shallow and deepwater drilling rigs on the Outer Continental Shelf (OCS).

Operators are now required to submit a general certification that they are knowledgeable of all operating regulations at 30 CFR 250 – Oil and Gas and Sulphur Operations in the OCS – and that they are conducting their operations in compliance with those regulations.  Operators must review their operations to ensure that they are performed in a safe and workmanlike manner as required by §250.107(a)(1).

The NTL also mandates reviews of people, process, assets and systems involved with emergency well control operations.
