The purpose with Crisis Management is to reduce the consequences of the incident as much possible.
A Crisis Management System contains all the steps in the Crisis Process in the Before, Under and After a Crisis-perspective. That means that the steps in the preparing process are dependent on the steps in the Emergency Preparedness Analysis (EPA), the Emergency Response Plans (ERP), the Emergency Exercise/Training, the Resilience Engineering and the Continuity Management Process to get the right foundation for building the Crisis Management System.

Based on the results above, the following steps can be performed:
- Establish a Crisis Management System
- Establish an Crisis Management Plan based on
- The Continuity Plan
- Emergency Response Plans
- A Management Plan, which clearly describes actions taken by the organisation, outlines responsibilities (and with what mandate) and outlines how planning with collaborating actors is coordinated
- Information and Communication Plan, showing how information will be communicated (to whom and with what type of technical equipment)
- Conduct Staff and Management training
- Conduct Emergency Management training based on current conditions
- Perform desktop/discussion exercises with different functions of the Crisis Organization
- Perform overall desktop exercises with the entire Crisis Organization and collaborating actors
- Conduct larger exercises in which all the functions in the Crisis Organization will join, including external collaborating actors participate and practice sharply
All the steps in the process will follow the PDCA principles - Plan, Do, Check and Act.
