The Paris and Tokyo Memoranda of Understanding (MOU) on Port State Control (PSC) have announced they will run a joint concentrated inspection campaign (CIC) on safety of navigation. The campaign will run for three months, from 1 September 2017 to 30 November 2017. A ship will only be subject to one inspection under the CIC during the course of the campaign.
The aim of the CIC is to verify compliance with the requirements of the SOLAS convention (as amended), the overall status of the ship’s navigational safety, and the competency of the crew involved with navigation operations.
The Paris MOU and Tokyo MOU ran a joint CIC on safety of navigation in 2008. Since that time, regulations for navigational equipment have been updated as a result of amendments to SOLAS Chapter V (safety of navigation). Deficiencies relating to safety of navigation have accounted for 15.27% of all deficiencies raised at PSC inspections in the period from 2009 to 2016.
Port State Control Officers will use a questionnaire to verify that the navigational equipment carried on board complies with statutory certificates, the master and navigation officers are qualified and familiar with the operation of the bridge equipment (in particular Electronic Chart Display and Information Systems) and navigational equipment is properly maintained and functioning.
If a deficiency is found, actions by the Port State may vary from recording a deficiency and instructing the master to rectify it within a certain period of time to the detention of the ship until serious deficiencies have been rectified. Any detention will be published in the respective monthly detentions lists of the Paris MOU and Tokyo MOU.
It is expected that approximately 10,000 inspections will be carried out during the CIC by the Tokyo and Paris MOUs.
