Three further Memorandum of Understanding (MOU) on Port State Control (PSC) regions have announced that they will be conducting a concentrated inspection campaign (CIC) on safety of navigation (SOLAS Chapter V) from 1 September 2017 to 30 November 2017.
The regions are the Indian Ocean (IOMOU), the Black Sea (BSMOU) and the Mediterranean (MedMOU). The campaigns will run simultaneously with the Paris MOU and the Tokyo MOU.
In the last five years, deficiencies under safety of navigation have topped the list of all deficiencies raised in a number of MOU regions. The purpose of the CIC is to verify compliance with the requirements of SOLAS conventions, the overall status of the vessel’s navigational safety, and the competency of the crew members involved in navigation operations. Member authorities of each MOU will inspect as many ships as possible in conjunction with routine PSC inspections. A ship will only be subject to one inspection under the CIC during the period of the campaign.
PSC Officers will use a questionnaire developed by the Paris MOU and the Tokyo MOU to verify that the navigational equipment carried on board complies with statutory certificates, the master and navigation officers are qualified and familiar with the operation of the bridge equipment (in particular Electronic Chart Display and Information Systems), and navigational equipment is properly maintained and functioning.
If a deficiency is found, actions by the Port State may vary from recording a deficiency and instructing the master to rectify it within a certain period of time to the detention of the ship until serious deficiencies have been rectified.
