Statutory Alert: Riyadh MOU on Port State Control to launch concentrated inspection campaign of fire safety systems.

Applicability: Shipowners and operators trading in the Riyadh MOU area

The Riyadh MOU will launch a concentrated inspection campaign (CIC) on fire safety systems from 1 October 2014 to 31 December 2014.

The purpose of the CIC is to ensure:

  • compliance with the requirements of SOLAS convention chapter II-2 and the International Code for Fire Safety Systems
  • firefighting equipment is properly maintained and readily available at all times
  • the master officers and crew are familiar with the equipment and have received training in carrying out their duties
  • awareness of fire safety related issues.

During regular port state inspections the fire safety plan, fire control measures, drills, crew awareness and applicable documentation will be verified in more detail for compliance with SOLAS Chapter II-2 and the International Code for Fire Safety Systems. 

If a deficiency is found, the actions of the Port State may vary from recording a deficiency and instructing the master to rectify it within a certain period to detention of the ship until the deficiency has been rectified. Any detentions will be recorded in the monthly detention lists of the Riyadh MOU.

The results of the campaign will be analysed and the findings will be presented to the governing body of the Riyadh MOU for submission to the relevant IMO sub-committees.
