OCEAN – (Operator-Centered Enhancement of Awareness in Navigation).

Scope:

The OCEAN project with an overall budget of 6.82 M€ over 3 years aims to mitigate navigational accidents by supporting the navigators to do an even better job than they do presently.

The project:

  • Is focused on enhancing operator awareness in navigation, to reduce the frequency of severe accidents like collision and grounding, to preserve the life of marine mammals, and to mitigate the risk presented by floating obstacles to smaller ships.
  • Will contribute to an improved understanding of accident root causes, and will strive to reduce the resulting human, environmental and economic losses through socio-technical innovations supporting ship navigators.
  • Consortium, coordinated by Western Norway University of Applied Sciences, includes 13 partner organisations across 7 different European countries from the industry, academia, NGOs and end users.

Project objectives

OCEAN project is composed of 11 Work Packages, as described below:

  1. Navigational Accidents Root Cause Assessment (NTUA)
  2. Enhanced Professional Standards for Situation (NI)
  3. Human-centred Bridge Equipment Design Methods (LR)
  4. Detection and tracking of Marine Mammals (UAC)
  5. Tracking and Recovery of Floating Containers (NCA)
  6. European Navigational Hazard infrastructure (CIMNE-CIRCA)
  7. Improved Situation Awareness and Manoeuvring Planning (KM)
  8. Automated Anti-collision Solutions & Shipboard Infrastructure (KM)
  9. Demonstration and evaluation (HVL)
  10. Communication, Dissemination and Exploitation (NI)
  11. Management (HVL)

Lloyd's Register leads Work Package 3 and contributes to Work Package 9 and Work Pacakge 10 to support LR's ‘Maritime systems assurance’ initiative by reviewing and updating of the existing standard for human-centred maritime systems engineering (ISO 17894).
