Tianxiang Li (TX), LR’s Director of Global Technical Support Office (TSO) will lead senior client relationships and strategic engagement as LR’s President for Greater China, aligning LR’s global technical leadership with the priorities of Chinese owners, yards and designers.
Elina Papageorgiou currently serves as President for Greece and Cyprus, now expands her remit to become Global Client Director. This role strengthens LR’s global presence in China by bridging commercial strategy with operational delivery and leading the China Growth Plan. By enhancing client experience and deepening strategic relationships with key maritime clients and partners, Papageorgiou drives governance and executive engagement across major global shipping hubs.
Finally, Nikos Tsatsaros has been appointed Head of the Technical Performance Group (TPG) for LR in Greater China, based in Shanghai. The TPG gives independent technical governance and performance assurance across the region, supporting consistent, high‑quality delivery, amid China’s growing new construction activity.
This group works closely with LR’s Centre of Excellence to oversee technical standards and resolve issues should they arise. TPG’s objective connections to shipyards and teams improves predictability and reduces risk for clients and colleagues across Greater China.
The expanded leadership team spoke about what excites them most, how global and local expertise come together in China, and how LR prepares for the next phase of its journey in one of the world’s most dynamic maritime markets.
Stepping into these new roles, what excites you most about this next chapter in China, and what impact do you most want to make in your first year?

Returning to China is genuinely exciting for me. This is my second chapter here, having previously spent almost a decade working in the field as a surveyor and later in managerial roles. Those years gave me real understanding of how shipyards operate, how surveyors think and how technical decisions are made under pressure.
What motivates me now is bringing these perspectives together at a time when China delivers most of the world’s new tonnage.
My first-year focus is to strengthen LR’s technical governance and surveyor performance to make sure we remain a stabilising, trusted partner. That means protecting quality by supporting shipyards to maintain high standards while operating at a faster pace and preparing our surveyors for the future as alternative fuel systems and digital technologies become the norm.

Having spent more than 23 years with LR, my career has largely focused on supporting shipowners across account management, area management and global commercial leadership roles. I always hoped for the opportunity to work in China and experience the scale, capability and dynamism of the Chinese maritime industry.
The timing feels especially meaningful. Having secured an unprecedented orderbook, we now have a responsibility — and opportunity — to deliver on that commitment for both shipyards and shipowners.
Being based in China allows me to directly support that ambition. In my first year, my focus is to strengthen the connection between global teams, operations on the ground and our clients. This way we not only meet expectations but enhance the overall experience of working with LR during this critical phase of growth and delivery.

China today is not only the largest shipbuilding nation but also one of the most innovative centres for new vessel designs and alternative fuels. What excites me most is the opportunity to connect this dynamic market to LR’s global technical leadership more closely.
In my global role leading LR’s Plan Approval and TSO, I work closely with technical teams supporting complex projects worldwide. My role in Greater China means I can connect that capability directly with clients and colleagues in the region.


China is central to global shipbuilding and maritime innovation. From your perspective, where can LR add the most distinctive value right now?

Shipowners want confidence that their vessels are built safely and to a consistently high standard as construction timelines become increasingly compressed.
Shipyards want partners to support efficient progress while maintaining quality. LR bridges these expectations through globally aligned technical guidance, by identifying risks early and helping prevent costly rework or delays.
At the same time, shipbuilding is entering a new phase defined by digitalisation and advanced technologies. LR supports the safe integration of new propulsion and energy systems, digitally connected automation and monitoring technologies, and through data driven approaches to construction and inspection.

How do you see global expertise and local insight shaping better outcomes for clients in China?

My earlier years in China gave me deep insight into how shipyards operate and what surveyors need to make consistent, well supported decisions. Later, my commercial experience helped me understand how customers assess risk and predictability.
LR’s combined approach brings global specialists into China’s large, complex newbuilding programme, while giving our surveyors clear governance, rapid access to technical support and the training required for the future. As digitalisation and new fuel technologies advance, this blend of global expertise and local insight becomes critical.

When challenges arise, they benefit from faster escalation, clearer decision-making and solutions that reflect both global best practice and the realities of yard execution. Which trends will most redefine the Chinese maritime sector over the next decade?

The next decade will be shaped by accelerated production, the adoption of new fuel technologies and a rapid shift toward digitalisation. The drive for efficiency places responsibility onto LR to ensure quality and safety remain uncompromised.
The transition to low carbon fuels has progressed well beyond early discussion and into practical implementation. A clear example is the world’s first ammonia capable bulk carrier, expected to be delivered at Beihai Shipyard in Qingdao.
To support this, LR is strengthening surveyor capability, investing in training and developing clearer governance frameworks so decisions remain consistent, predictable and robust even in fast-paced projects.

China already holds a central position through shipbuilding capacity, advanced port infrastructure, digital innovation and its contribution to the global seafarer workforce. Its influence will continue as the industry shifts toward greener, safer and more efficient operations.
Success for the wider China region will be achieved when industrial capability, digital leadership, workforce depth and long-term policy support domestic objectives and global maritime progress.
China’s future will be defined by how effectively it connects domestic progress with global collaboration. By aligning innovation, regulation and workforce development with international frameworks, China can help set global benchmarks, supporting a maritime sector that is more sustainable, resilient and interconnected.
