The sub-committee on the Implementation of IMO Instruments (III) plays a key role in the analysis of port State control data and keeps under review the procedures for port State control. It is also responsible for updating the survey guidelines under the Harmonized System of Survey and Certification (HSSC) on a biennial basis and  brings together flag, port and coastal States to consider implementation issues, including the analysis of consolidated audit summary reports from the mandatory IMO Member state Audit Scheme.

III 11 met in London from 21 - 25 July 2025.

Outcomes from III 11:

  1. The draft Guidance on assessments and applications of remote surveys, ISM Code audits and ISPS Code verifications, and the associated draft MSC-MEPC circular has been finalised. This is expected to be approved by MEPC 84 in April 2026 and MSC 111 in May 2026.

  2. The draft amendments to the 2023 Procedures for Port State Control (Resolution A.1185(33)) have been finalised and are expected to be adopted at Assembly 34 (December 2025), with an anticipated entry into force of 1 January 2026.

  3. The draft amendments to the Survey Guidelines under the Harmonized System of Survey and Certification (HSSC) 2023, Resolution A.1186(33) have been finalised. They are expected to be adopted at Assembly 34 (December 2025), with an anticipated entry into force of 1 January 2026.

  4. While discussing the implementation matters related to means of escape from spaces below the bulkhead deck, III reminded flag States, port States and recognised organisations (ROs) that certificates, including equivalents, should comply with relevant convention provisions and should be interpreted in accordance with PSC Procedures.
