The Ship Energy Efficiency Management Plan (SEEMP) Part III is a Ship Operational Carbon Intensity Plan and includes:
- a description of the methodology that will be used to calculate the ship's attained annual operational Carbon Intensity Indicator (CII).
- the processes that will be used to report this value to the ship's Administration.
- the required annual operational CII for the next three years.
- an implementation plan documenting how the required annual operational CII will be achieved during the next three years; and
- a procedure for self-evaluation and improvement.
It is a requirement of the revised MARPOL Annex VI which formally enters force in November 2022 with the aim of reducing the carbon intensity of shipping
Each ship in your fleet that is within scope (see below) of the requirement will require a SEEMP Part III onboard by 1 January 2023. The SEEMP Part III will need to have been reviewed by Lloyd’s Register on behalf of the Flag Administration and be accompanied by a Confirmation of Compliance issued by Lloyd’s Register on behalf of the Flag State, or by the Flag State themselves.
The SEEMP Part III applies to any ship on international voyages of 5,000GT and above, and is one of the following ship types defined in MARPOL Annex VI, Regulation 2:
- Bulk carrier
- Combination carrier
- Cruise passenger ship
- Gas Carrier
- General cargo ship
- LNG carrier
- Refrigerated cargo carrier
- Ro-ro cargo ship
- Ro-ro cargo ship (vehicle carrier)
- Ro-ro passenger ship
Vessels are required to have an assessed SEEMP Part III onboard by 1 January 2023.
MEPC.346(78) 2022 Guidelines for the Development of a Ship Energy Efficiency Management Plan (SEEMP) which revokes MEPC.282(70) were adopted. The 2022 Guidelines include information on how to develop the SEEMP Part III Ship Operational Carbon Intensity Plan. At present only the draft guidelines have been published but there are no amendments of any significance expected.
The plan can either be amended to include the new Part III - Ship Operational Carbon Intensity Plan, or a Part III can be developed separately. In both cases there is a template which can be followed.
The changes to the IMO guidelines for the Development of a Shipboard Energy Efficiency Management Plan (SEEMP) may necessitate some operators of vessels [which use high flash point fuel (such as LNG or methanol)] to submit an amended SEEMP Part II for approval.
You will need to develop a new SEEMP Part III Ship Operational Carbon Intensity Plan and submit it to Lloyd’s Register as soon as possible in order for the Lloyd’s Register reviewed plan to be onboard the ship by the end of 2022.

The Master is likely to be required to show:
- a Shipboard Energy Efficiency Management Plan, (with a plan of corrective actions included – for a ship rated D for 3 consecutive years or rated E) and the associated Confirmation of Compliance; and
- a Statement of Compliance related to fuel oil consumption reporting and operational carbon intensity rating covering at least the last five years, as applicable.
