A Practical Approach to Port State Control.

This one day course is aimed at those who require practical advice in preparing for a port state control

Overview

Inspection including crew member behaviour during an inspection. This can reduce the risk of delays and detention through improvements in operational procedures and increased crew member knowledge.

This course draws on Lloyd's Register expertise and knowledge derived through nearly 250 years of experience and involvement in shipping.

Through highly participative use of group and individual exercises based on 'real world' events, the course covers:

  • port state control ship risk profiles in use by the major MOU regions and the effect on periodic inspections

  • awareness of overriding and unexpected factors that can trigger additional inspections

  • deficiencies that have a higher risk of leading to a detention that crew members should be aware of

  • the behaviour expected from crew members by port state control officers during an inspection

  • detention appeals and what action to take if a detainable deficiency is identified

  • the benefit of ensuring that the requirements of the ISM Code are implemented effectively at sea and on shore by the company.

Who should attend?

Operations managers, technical managers, fleet managers, Designated Person(s) Ashore (DPA), superintendents and senior sea staff.

What will you learn?

By the end of this course you will be able to:

  • explain how port state control authorities target ships for inspection

  • identify deficiencies which are more likely to lead to a detention

  • describe how crew members should conduct themselves during a port state control inspection

  • outline the typical sequence of a PSC inspection and what actions to take if a detainable deficiency is identified

  • suggest ways of improving the effectiveness of the management system to be better prepared for an inspection
