The European Commission has published Implementing Decision 2025/2452 – an updated list of shipping companies attributed to EU Emissions Trading System (EU ETS) Administering Authorities (AA) based on the latest data from the European Maritime Safety Agency’s platform, Thetis-MRV. 

This updated list will apply from 1 January 2026

Assignment of an AA is required for compliance with the EU ETS, which has applied to the maritime sector since 1 January 2024. An AA of a relevant EU administering Member State is required to allow shipping companies to be able to report annual emissions as per EU ETS requirements. 

The AA will remain as per the most recently published list, irrespective of changes in the shipping company’s activities or registration until the next publication of the list. The list is updated:

  • Every two years after 1 February 2026 to:
    • Reassign shipping companies registered in one EU Member State to a different AA if they have changed their registration to another Member State within the EU.
    • Add shipping companies that have since carried out maritime transport activities under the scope of EU MRV/ETS.
  • By 1 February 2028, and then every four years after that, to:
    • Reassign shipping companies that are not registered in an EU Member State to the appropriate AA.

Next steps

For those in scope of EU ETS, a check should be made to ensure that your AA is attributed as expected in this updated list.

If the attributed AA has changed, we recommend (if not already done so) that the shipping company/manager responsible for EU ETS compliance contacts the new AA to:

  • (As applicable) inform the new AA that responsibility has been contractually mandated from the shipowner to the ISM   company, sharing the contractual mandate with the new AA.
  • Inform the new AA of the list of ships they have assumed responsibility for EU ETS compliance. (Should the list of ships change, it is the shipowner’s/manager’s responsibility to inform their AA).
  • Discuss the next steps required for the ship monitoring plans, and if they now need to be explicitly re-approved by the new AA.
  • Discuss the next steps required for opening a Maritime Operator Holding Account (MOHA) with the new AA (if not already done so).
