Applicability: Owners and operators of ships that are flagged with an EU member state, and non-EU-flagged ships which trade in EU waters
The EU Ship Recycling Regulation (1257/2013) starts general application on 31 December 2018. Ahead of this, the EU has published a new list of ship recycling facilities that meet EU requirements.
The latest list is available for download here (located in the annex) or can be accessed online. It includes 23 facilities located in EU member states, and three located in non-EU member states (two in Turkey and one in USA).
LR understands that assessments of other facilities, including in other non-EU countries, are continuing through 2019, so the list may include more approved facilities in the future.
Further to Class News 21/2018, LR clients are reminded of the application dates of the EU Ship Recycling Regulation to ships of 500 GT and over as follows:
31 December 2018:
– New EU-flagged ships contracted from this date will need an inventory of hazardous materials (IHM) that complies with the EU requirements
– Existing EU-flagged ships going for recycling will need an IHM that complies as far as practicable with the EU's IHM requirements, and are to be recycled at facilities included in the EU list.
31 December 2020:
– Existing EU-flagged ships will need an IHM that complies as far as practicable with the EU requirements
– Non-EU-flagged ships calling at an EU port or anchorage will need an IHM that complies as far as practicable with the EU requirements, essentially reflecting the IMO Hong Kong Convention requirements.
