Overview

Maritime transport has a significant impact on global climate change and currently, the European Union’s (EU) commitment to the reduction of greenhouse gas (GHG) emissions does not include international shipping, making it the only means of transportation not to be included. Regulation (EU) 2015/757 monitoring, reporting on the monitoring and verification of carbon dioxide (CO2) emissions from maritime transport (MRV Regulation), came into force in July 2015.

Who does the MRV Regulation apply to?

MRV Regulation is only applicable to commercial voyages calling at any EU port to load or unload cargo and/or passengers.

The objective of the MRV Regulation is to develop a better understanding of fuel consumption and CO2 emissions from shipping activities within the EU which could then be used to shape and inform any future GHG monitoring or reduction initiatives. The MRV Regulation is viewed as the first step of a staged approach for the inclusion of maritime transport emissions into the EU’s GHG reduction commitment, alongside the other sectors that are already contributing to that commitment.
