Autonomy has changed what navies are putting to sea, but not what is at stake when a crew is on board. For an uncrewed surface vessel, failure is a material and mission problem. On a crewed platform, every failure path ultimately leads back to people. This raises the importance of assurance, narrows margins for error and makes conservatism a design requirement, not simply a preference.
A crewed vessel is also a habitat; it must withstand damage, keep people alive and remain capable of fighting while doing so. Escape and evacuation during flooding and list, damage control and firefighting, shock assessments, atmospheric management, ergonomics and fatigue all require focused, systematic design.
These systems must also remain in service for decades. Naval platforms often serve for more than 30 years, taking on new sensors, weapons, electrical load and mission systems while the hull, the stability margins and escape routes stay the same. Meanwhile, crews are getting smaller and automation is taking on more responsibility. Individually, these changes can, together, erode margins and undermine the assumptions the original safety case depended on. Automating a task may remove it from a person, but it does not remove it from the safety case.
