Compliance with the following regulations is required:

  • European Union Monitoring, Reporting and Verification (EU MRV)
  • UK Monitoring, Reporting and Verification (UK MRV)
  • European Union Emissions Trading System (EU ETS)

IMO Data Collection System & Carbon Intensity Indicator (IMO DCS & CII).   To effectively plan the submission and verification of the required data for the 2024 reporting year for the above, the following required actions and deadlines should be noted:

EU MRV/UK MRV – First stage verification deadline

Please submit the following information to Lloyd’s Register (LR) at dcsmrv@lr.org by 31 December 2024:

  • Number of vessels in your fleet that called into EU and UK ports during the 2024 calendar year
  • Number of voyages for each of the vessel(s) listed above (applicable to EU MRV and UK MRV Regulation)
    EU MRV/UK MRV – Second stage verification deadline

Please submit the emissions data for each ship, based on the above first stage data, to LR on or before 15 January 2025, to the Emissions Verifier portal. This will allow sufficient time for LR to verify the data before it is uploaded (by the company) into THETIS-MRV and marked as verified (by LR) by the required deadline of 31 March 2025.

UK MRV Note: The UK has no access to the EU’s THETIS-MRV database. Data reports are to be submitted in the Emissions Verifier platform only until such time as the UK has finished developing and made operational its own, separate emissions database.

EU ETS aggregated data deadlines

a)    Data submissions to THETIS

For ships falling within the scope of the ETS Directive, companies must also submit aggregated emissions data at company level by 31 January 2025 to the Emissions Verifier portal. This will allow sufficient time for LR to verify the data before it is uploaded (by the company) into THETIS-MRV and marked as verified (by LR) by the required deadline of 31 March 2025.

b)    Data submissions to Union Registry

The shipping company is responsible for manually uploading the verified annual company emissions data (as shown in THETIS-MRV) into the Union Registry using their Maritime Operator Holding Account (MOHA). The data will then need to be marked as verified in the Union Registry by 1 April 2025

After 1 April, where this action has not been completed, the Administering Authority may block the shipping companies' MOHA. This means no actions can be taken on the account other than basic administrative account updates, entering emissions data and surrendering allowances. A block will only be lifted once the company emissions data is uploaded and marked as verified. 

NOTE: Where data for ship and company level verification is not submitted to LR by 15 January, the deadlines for verification of data (as outlined above) may not be met.

IMO DCS & CII deadline

Annual emissions data must be submitted to LR in the Emissions Verifier portal on or before 31 March 2025 to allow LR sufficient time to verify the data and issue the Statement of Compliance (SOC) on behalf of the Administration on or before 31 May 2025

IMO GISIS platform: the deadline for LR to submit the verified data into the IMO’s Global Integrated Shipping Information System on behalf of the Administration, is 30 June 2025.
