Compliance with SEEMP Part III involves more than laying down a concrete plan for cutting carbon emissions, as shipowners must also consider impacts on capital and operating expenditure.
What is SEEMP?
The Ship Energy Efficiency Management Plan (SEEMP) is a mandatory ship-specific document under MARPOL Annex VI. It is compiled and maintained by shipowners as an an operational framework tool to improve the operational energy efficiency of a ship, considering new technologies, and carbon intensity practices, continuously monitoring and improving fleet efficiency performance.
The SEEMP requirements are structured in three parts:
- Part I: Ship management plan to improve energy efficiency.
- Part II: Ship fuel oil consumption data collection plan.
- Part III: Ship operational carbon intensity plan.
The 2022 IMO Guidelines for the development of the SEEMP provide the framework for preparing and maintaining SEEMP documentation. They include
best practice for fuel- efficient ship operation as well as templates to support SEEMP implementation for the development and implementation of SEEMPs.
What is SEEMP Part I?
SEEMP Part I is required under MARPOL Annex VI Regulation 26.1. It applies to ships of 400 GT and above and describes the approach to monitor ship and fleet efficiency and carbon intensity performance over time.
What is SEEMP Part II?
SEEMP Part II (as required by MARPOL Annex VI regulation 26.2) sets out methodology on how ships should collect the fuel consumption and operational data required under MARPOL Annex VI regulation, and how that data should be reported to the ship's Administration (or an organization authorized by it, as required by regulation 27 of MARPOL Annex VI).
This part of the SEEMP applies to all ships of 5,000 gross tonnage (GT) and above. Its purpose is to ensure that ships use a consistent method for gathering, recording, and reporting the required data.
What is SEEMP Part III?
SEEMP Part III focuses on the ship's Carbon Intensity Indicator (CII) and how the ship plans to improve its energy efficiency over time.
This part of the SEEMP must include:
- Description of methodology that will be used to calculate the attained annual operational CII (required by Regulation 28 of MARPOL Annex VI).
- How the CII result will be reported to the ship's Administration (or an authorized organization).
- The required CII rating the ship must achieve for each of the next three years.
- A plan showing how the ship will meet those CII targets over the next three years.
- A process for reviewing performance and identifying improvements.
- If a ship receives a D rating for three consecutive years or an E rating in any year, a corrective action plan explaining how it will return to the required performance level.
Part III applies to ships of 5,000 gross tonnage (GT) and above that are covered by the IMO's CII requirements under MARPOL Annex VI Regulation 26.3. In practice, this includes cargo ships, general cargo ships, combination carriers, tankers, container ships, gas carriers, bulk carriers, refrigerated cargo ships, LNG carriers, ro-ro cargo ships, ro-ro passenger ships, vehicle carriers, and cruise passenger ships operating on international voyages.
