Audit requirements for Liberia-flagged vessels

Applicability: Shipowners, ship operators, ship managers, shipbuilders.

Introduction

The Liberia Maritime Authority requires SEEMP Part III Company Audits and, in certain circumstances, Shipboard Audits for Liberia-flagged vessels subject to IMO CII requirements.

If a required audit was not completed during 2024 or 2025, it may still be completed by 31 December 2026 to satisfy the requirement for at least one Company Audit during the first three-year implementation period.

Additional requirements based on CII rating

CII Rating	Requirement
One or more vessels rated E	Company Audit to be completed no later than 30 November of the following year.
One or more vessels rated D for two consecutive years	Company Audit to be completed no later than 30 November of the third year in the rating sequence.
Vessel rated E for two consecutive years	Shipboard audit required
Company Audit due with DOC audit window	Company Audit may be combined with the annual DOC audit
