Applicability: Shipowners, ship operators, ship managers, shipbuilders.

Introduction

The Maritime and Port Authority of Singapore (MPA) requires certain SEEMP Part III audit and verification activities for Singapore-flagged vessels that are subject to IMO CII requirements.

Review the requirements below to determine which activities apply to your vessel. Applicable audits and verifications must be completed by 30 November 2026 where required by MPA.

Additional requirements based on CII rating

Subject to CII requirements, irrespective of the CII rating

·         Company Audit (CA) to be conducted at intervals not exceeding 3 years but no later than 30 Nov 2027 (Based on the 1st SoC issued on 31 May 2024)

Rated D for three consecutive years (3D)

·         Company Audit (CA) to be conducted by 30 November 2026, if the vessel is rated D for reporting years 2023, 2024, 2025.

Rated E for one year (1E)

·         Company Audit (CA) to be conducted by 30 November 2026, if the vessel is rated E for the reporting year 2025.

Rated E for two consecutive years (2E) i.e. for reporting years 2024 & 2025 by 30 November 2026.

·         Company Audit (CA)

·         Document of Compliance (DOC) Additional Verification Audit*

·         Shipboard Verification

·         Safety Management Certificate (SMC) Additional Verification Audit*

Rated E for three consecutive years (3E) i.e. for reporting years 2023, 2024 & 2025.

·         Company audit

·         Document of Compliance (DOC) Additional Verification Audit with possibility Non-Conformity (NC) or Major Non-Conformity (MNC)*

·         Shipboard Verification

·         SMC Additional Verification Audit with possibility Non-Conformity (NC) or Major Non-Conformity (MNC)*

 

 

*If LR is acting only as the SEEMP Recognised Organisation (RO) for MPA, and not as the DoC and/or SMC RO, the ISM DoC and SMC Additional verification audit (AVA) must be completed after the Company Audit (CA) and Shipboard Verification (SV) respectively. Subject to agreement between the organisations involved and arrangements made by the company, the audits may be carried out concurrently:
 (1) CA and ISM DoC AVA; or
 (2) SV and SMC AVA.
