IMO meetings and future legislation

LR monitor and report upon developments at the IMO’s technical meetings, and provide insight on the outcomes. 

Our Summary Reports provide a summary of the ongoing discussions and outcomes from IMO’s Committee and Sub-Committee meetings, with assessment of the new regulations’ impact. They are published shortly after the conclusion of the meeting. 

Our Future IMO and ILO Legislation publication provides an overview of mandatory regulatory requirements from the IMO and ILO that are:
- entering into force soon;
- those that have entered into force, but with a period until such time the requirements are fully in force for all ships within scope; and 
- proposed new requirements and those that are still under development.

The Future IMO and ILO Legislation is published both in full, covering all mandatory requirements applicable to all ships, and in a number of ship type versions that focus on the new regulatory requirements which are applicable to specific ship types.

2026 Summary Reports

IMO III 12 

The IMO's Implementation of IMO Instruments sub-committee (III) is where matters related to flag, port and coastal States, such as analysis of maritime accidents, Port State Control procedures and the guidelines for survey and certification are discussed.

The IMO's Navigation, Communications and Search and Rescue Sub-Committee is where all matters related to navigation and communication, search and rescue and the Global Maritime Distress and Safety System are discussed.

The IMO's Maritime Safety Committee is where maritime safety and security matters are discussed.

IMO MEPC 84 

The IMO Marine Environment Protection Committee (MEPC) is where the reduction of shipping’s impact on the marine environment is discussed. MEPC oversees the work of several sub-committees and influences subjects which cut-across the work of several committees, covering many key regulations.

IMO FAL 50 

The IMO Facilitation Committee (FAL) discusses facilitation of international maritime traffic, including the arrival, stay and departure of ships, persons and cargo from ports.

IMO SSE 12 

The IMO Ship Systems and Equipment Sub-Committee (SSE) discusses the technical and operational requirements for safety equipment and systems on ships. SSE reports to the Maritime Safety Committee (MSC).

IMO HTW 12 

The IMO Human Element, Training and Watchkeeping Sub Committee (HTW) is where the human aspects of shipping are discussed. HTW reports to the Maritime Safety Committee.

IMO PPR 13 

The IMO Pollution Prevention and Response Sub-Committee (PPR) is where discussions on prevention of pollution in the marine environment take place prior to approval by the IMO’s Marine Environment Protection Committee (MEPC).

IMO SDC 12 

The IMO Ship Design and Construction Sub-Committee (SDC) is where many technical and operational requirements related to ship design and construction (including tonnage, load line and stability) are discussed. SDC reports to the Maritime Safety Committee.
