The Carbon Intensity Indicator (CII) is a performance rating system for ships that the International Maritime Organization (IMO) developed to measure ship’s operational carbon efficiency. This is a mandatory measure under MARPOL Annex VI, which came into force on the 1st January 2023.
The measure impacts all cargo ships, RoPax and cruise vessels above 5,000 gross tonnage (GT) and trading internationally.
Within three months after the end of each calendar year, ships are required to report to its flag Administration, or any RO duly authorized by it, the attained annual operational CII and operational carbon intensity rating via electronic communication using a Standardised Data reporting format as per Appendix 4 of MEPC.395(82) .
The IMO has set the Reduction factor (Z%) for the CII relative to the 2019 reference line for the year 2023 to 2030 (MEPC 400(83)) based on which the ship’s required annual operational CII is calculated. The actual annual operational CII achieved will need to be documented and verified against the required annual operational CII.
This will then enable the operational carbon intensity rating to be determined on a scale of A, B, C, D or E, indicating a major superior, minor superior, moderate, minor inferior, or inferior performance level. The performance rating for the previous three years will need to be recorded in the ship's Ship Energy Efficiency Management Plan (SEEMP) Part III. A ship rated as D for three consecutive year or rated as E for one year will need to submit a corrective action plan in accordance with Reg.28 of MARPOL Annex VI to show how the required index rating (C or above) will be obtained.
This short-term measure aims to achieve the carbon intensity reduction targets set out in the IMO's initial GHG emissions strategy.
