Applicability: shipowners, ship operators, ship managers and ship builders.
FuelEU Maritime (Regulation (EU) 2023/1805), designed to support the decarbonisation of the shipping industry, mainly applies from 1 January 2025. Ahead of this, by 31 August 2024, shipowners and operators need to prepare and submit ship-specific Monitoring Plans to accredited verifiers for approval.

The EU is still to clarify key topics through the development of secondary legislation, to facilitate the implementation of FuelEU, including:
- Information on Zero-Emissions at Berth Ship-Shore Communication and Information Management
- Rules for the FuelEU database (hosted in EMSA’s THETIS)
- Criteria for the acceptance of zero-emission technologies
- Details on the calculation of penalties
As the secondary legislation is formally adopted by the EU, LR will update the above website pages with the additional information when it becomes available.
Update on Monitoring Plans
On 29 July 2024, the EU adopted:
- Regulation (EU) 2024/2027 - Verification activities
- Regulation (EU) 2024/2031 - Template for monitoring plans
The publication of these regulations marks a step forward to enable shipowners to meet the first FuelEU compliance deadline for the submission of Monitoring Plans by 31 August 2024.
